The Four Rules of Firearm Safety
1. All firearms are loaded.
2. Never let the muzzle of a firearm point at anything you are not willing to destroy.
3. Keep your finger off the trigger unless your sights are on the target.
4. Be sure of your target and what is behind it.

Crediting Gabe Suarez, I'd modify rule three to read, "Keep your finger off the trigger unless your sights are on the target and you have made the conscious decision to shoot."
No, I would change that to say: Keep the safety on until you decide to shoot, then put your finger on the trigger ONLY when you want a bullet to come out of the barrel NOW.
