Blah... this is another one I'm out on for range rules. Our club only allows one target at a time. I really need to convince them to change that rule. As long as the targets are set in such a way as they impact the trap, I don't see what the problem is.
I wonder if you have a copy place copy all four full size onto one 17" x 22" sheet of paper if that'd count as one target. They probably permit targets with more than one bull, so maybe........
