This is Scaled Composites' Proteus aircraft, with Chuck Coleman at the helm, carrying tSpace's 23 percent-scale spaceship mock-up. Proteus is a fully reusable expandable flexible mission aircraft, the center fuselage section is replaced with different modules depending on the mission.

Duplication is the sincerest form of flattery, or so the old saying goes. Even the most amateur of aviation enthusiasts can see that is is a rip off of Burt Rutan's design that won the recent single-stage-to-orbit prize/
According to Transformational Space Corp's website, Scaled Composites is one of their partners on this project, so I suspect Burt is involved.
